Lotus corniculatus plenus is an excellent low-growing groundcover that fixes nitrogen and attracts beneficial insects. It forms a beautiful, steppable mat that only grows 1-2 inches tall!

a favorite nitrogen fixing groundcover
We stumbled across this at a garden center and it immediately became a favorite. It is very low most of the season, 1-2" high. Fixes nitrogen, forms a dense mat, tolerates foot traffic. Seems ideal for pathways.
Problem is it is kind of pricey. I recommend planting out some nursery areas of it to let it propagate.
It tolerates light shade but not much more than that.
Seems like the ideal groundcover for low-growing plants like alpine strawberry, dwarf chives, and "profusion" sorrel. In smaller gardens this is likely to be an important species. On large scale, try the non-prostrate form.
The species is weedy and self-seeds a lot, but this form is sterile.
